Quality Web Design takes all sorts of factors into account.  So many designers have the misunderstanding that good design is fancy design. They rush to put spinning logos, and dramatic effects on every site.  Yes, there are times when drama and the "wow" factor are appropriate.  However, it usually does nothing to advance the goals or usability of the site.

Survey after survey shows that visitors are looking for speed, time and content when visiting the web.  Make your customers wait forever or make it confusing and they will simply go away!

Also, design must be state of the art, but never use untested or non standard development tools.  As an example, "Flash" is a tool for putting vector based animation on the web.  A couple of years ago when it was first introduced it was good technology, but required special server and client tools.  Visitors had to go to the Macromedia site and download a plug in.  By the time all this was done, the visitor usually forgot what site they even needed the plug in for!  Today, however, Flash has turned into a valuable tool for both animation and navigation of quality web sites.  The player is now included with most browsers as well.  Accordingly, Flash is a good tool to put both value and wow onto a site.
